Task Force
The Vision Zero program organizes partner organizations and contributors into one overarching Vision Zero Task Force with five sub-committees. These groups collaborate to make progress on the necessary steps to achieve zero traffic fatalities.

Vision Zero Task Force
Tasked with eliminating all traffic fatalities and serious injuries on Philadelphia’s streets, the Vision Zero Task Force is the steering committee of the City’s Vision Zero program and works to implement the Action Plan. It was created by Mayor Kenney in 2016 through the Vision Zero Executive Order and has met quarterly since then, providing guidance and aligning the missions of disparate City agencies around the shared goal of zero traffic deaths.

Safe Streets & Speeds
The Safe Streets and Speeds subcommittee works to prevent fatal crashes and serious injuries by managing vehicle speeds and designing streets that maximize safety for the most vulnerable roadway users. This is the only subcommittee that addresses two areas of the Safe System: Safe Speeds and Safe Streets. Members of the Safe Streets and Speeds subcommittee represent roadway owners and other agencies that impact how Philadelphia streets are designed, operated, and maintained.

Safe Speeds Strategies:
- Reduce speeds to match the survivable design of the street.
- Seek state approval to expand automated speed enforcement.
- Continue Neighborhood Slow Zone program.
Safe Streets Strategies:
- Invest in safety improvements on the Vision Zero Capital Plan locations.
- Engage with community members proactively on street safety improvements.
- Make cost-effective safety improvements systematically and rapidly on High Injury Network streets.
- Incorporate safety improvements into upcoming projects in the street right-of-way.

Safety Data
The Safety Data subcommittee supports Vision Zero analysis and ensures actions are data-driven and based on quality data as well as the latest technology and analytical tools.

Safe Vehicles
Vision Zero supports strategies that encourage all Philadelphians to use the safest vehicles possible for daily trips – with transit, biking, and walking as the priority. These strategies are critical to a successful Vision Zero program and advanced by many partners in this effort, though an organized subcommittee is not currently in place.

- Support transportation options that reduce driving.
- Pursue the latest safety features in all Vision Zero partner fleet purchases and upgrades.
- Support safety with new and emerging mobility technologies and targeted messaging about the city’s vehicle fleet.
